Prime Minister Mikhail Mishustin demanded that the Ministry of Finance, the Bank of Russia, Rosfinmonitoring, the Federal Tax Service and the FSB agree by December 19 on how to regulate the issuance and circulation of digital currency and mining in Russia, as well as how to use digital currencies in international settlements.

Mishustin issued a number of instructions to ministries, the Bank of Russia and other departments, they are aimed at developing the domestic financial system. The Prime Minister’s instructions are given on the Cabinet’s website.

A significant block of instructions is devoted to the development of digital financial assets.

Earlier, Mishustin stated that in the current conditions, their use will help to establish uninterrupted payment for the supply of goods from abroad and for export.

The Ministry of Finance, with the participation of the Bank of Russia, has until December 1 to submit agreed proposals for the development of the digital financial assets market in Russia, including using decentralized technologies.

By December 19, the Ministry of Finance, the Central Bank, Rosfinmonitoring, the tax Service and the FSB must agree on a position on draft federal laws on the issue, organization of the issue and circulation of digital currency in the Russian Federation.

By the same date, the Ministry of Finance, together with the Central Bank, should prepare and send proposals to the government on the use of the digital ruble in the budget.
